Emergency Medical Services and Preparedness Section (EMSPS)


EMSPS works with a variety of other federal, state, local, and private sector groups to ensure the state is prepared to deal with any public health emergency. This Section houses the Office of Preparedness (OP) , the Office of Emergency Medical Services (OEMS), and the Office of Health Crisis Response (OHCR).

  • The Office of Preparedness takes the lead and collaborates with partners and the community to develop, implement, and maintain a comprehensive program to prepare for, mitigate, respond to, and recover from public health threats and emergencies.
  • The Office of Emergency Medical Services ensures quality of emergency care services, including trauma and prehospital advanced life support capabilities, through the coordination and evaluation of the emergency medical services system, within available resources.
  • The Office of Health Crisis Response (OHCR) provides support and partners with Delaware's communities and agencies to combat the opioid crisis.
