DHSS Divisions & Programs

Delaware Health and Social Services (DHSS) is the largest cabinet department and the fifth largest employer in Delaware. In fact, DHSS employs 35% of all State employees. There are over 4800 staff members who work in over 30 locations throughout the State.


Divisions

There are 12 divisions plus the Office of the Secretary within DHSS...

  • Office of The Secretary
  • Division of Child Support Enforcement
    The Division of Child Support Enforcement staff are available to help you help your children. DCSE will help you get the financial support your children deserve, establish paternity, locate an absent parent and enforce court orders. DCSE even offers parenting programs to help teen parents learn how to care for their children physically, emotionally, and financially.
  • Division of Developmental Disabilities Services
    The Delaware Division of Developmental Disabilities Services (DDDS) provides an array of services to adults and children with mental retardation and developmental disabilities. Other services are also extended to the families of these special people. Some of the services offered include work skills, self-care, community living and social and communication skills. DDDS is available to help each individual with special needs develop to his/her fullest potential and also assists families so that they may continue to care for these individuals while they are living at home.
  • Division of Long Term Care Residents Protection
    The Division of Long Term Care Residents Protection (DLTCRP) works to ensure and improve the health and safety of those who reside in Delaware's long term care facilities.
  • Division of Management Services
    The Division of Management Services (DMS) provides leadership and policy direction for the Department of Health and Social Services

  • Division of Public Health
    The Delaware Division of Public Health (DPH) offers a variety of preventative health services in various locations throughout the State. From early pregnancy to nursing home care; from infants to our oldest seniors; adults and children can find the health care they need through DPH.
  • Division of Services for Aging and Adults with Physical Disabilities
    The Delaware Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) carries out a broad range of activities to assist older persons and adults with physical disabilities. The Division operates a number of programs, including the Adult Protective Services Program, the Long Term Care Ombudsman Program, the Community Services Program, the Delaware Medicare Fraud Alert Program, the Delaware Money Management Program, and Joining Generations. In addition, the Division provides services such as information and assistance, caregiver support, and health promotion. The Division also contracts with agencies around the State to provide many home and community-based services. Finally, the Division advocates on behalf of older persons and adults with physical disabilities to create a broader awareness of the needs of these populations within Delaware.
  • Division of Social Services
    The staff of the Delaware Division of Social Services (DSS) can help you get food stamps, Medicaid, child care, financial support and other basic services when you are in need. DSS's goal is to help you become self-sufficient.
  • Division of State Service Centers
    Hand in hand with the community, the staff of the Delaware Division of State Service Centers (DSSC) helps people in crisis find the information and services they need, when they need them most. DSSC's friendly, prompt and informative staff provide some services and link you to other appropriate services throughout the community.
  • Division of Substance Abuse and Mental Health
    The Delaware Division of Substance Abuse, & Mental Health (DSAMH) provides short-term counseling and intensive services, treatment and referrals to help troubled Delawareans and their families conquer addictions and deal with mental health issues. Services for problems related to the use of alcohol and drugs, gambling and mental health are available throughout the state.
  • Division for the Visually Impaired
    The Delaware Division for the Visually Impaired (DVI) offers services and programs to individuals with severe or total vision loss, regardless of age. Services can be provided either in our offices, in your home or on your job-site and may include: counseling and support groups, mobility and independent living assistance, educational services geared specifically for the visually impaired, vocation rehabilitation and training in assistive technology. Employment services for the blind and visually impaired are also available through Delaware Industries for the Blind and Business Enterprise Programs.
  • Office of the Chief Medical Examiner
    The Office of the Chief Medical Examiner (OCME) houses the state coroner and provides scientific analysis of evidence samples.


Programs

  • Delaware Health Fund Advisory Committee(DHFAC)
    The Delaware Health Fund Advisory Committee is charged with making recommendations to the Governor and General Assembly for appropriating Delaware Health Fund monies which are a result of the National Tobacco Settlement.
