Weatherization Assistance Program

The Delaware Weatherization Assistance Program (WAP) installs energy efficiency improvements in the homes of low-income persons and households to reduce their energy burden, lower their energy costs and improve their health and safety in the home.  The Division of State Services (DSSC) administers the program under contracts with Neighborhood House, Inc., which operates weatherization projects in New  Castle County, and First State Community Action Agency, which operate projects in Kent and Sussex Counties. Each agency subcontracts with private construction and heating contractors to install such measures as: air sealing, insulation, window and door replacement, and furnace repair and replacement. The WAP operates year round with a waiting list. 

Weatherization assistance is provided at no cost to families whose incomes are at or below 200 percent of the federal poverty level.  (As a reference, please see the Division of Social Services' Income Eligibility tables.) Funding for the program is provided by the U.S. Department of Energy, Low-Income Home Energy Assistance Program (LIHEAP), and Utility Funds.  Applications for the WAP are taken at Catholic Charities.  Interested persons should call Catholic Charities at the following locations to schedule an appointment:
