Service Contracting
The Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) works with contractors to provide a wide range of home and community-based services in Delaware. DSAAPD uses different contracting processes to secure these services depending on the source of funds.
Medicaid Waiver: DSAAPD coordinates with the Division of Medicaid and Medical Assistance (DMMA), Delaware's Medicaid Agency, on the operation of the Medicaid Waiver for the Elderly and Disabled. DSAAPD recruits and screens vendors for services provided under this Waiver, and DMMA engages in vendor contracts.
Other funding sources:DSAAPD directly contracts with vendors for the provision of services under other funding sources, such as the Older Americans Act, the Social Services Block Grant (SSBG), and State funds.
