GLOSSARY OF TERMS


  • Activities of Daily Living (ADLs) - Normal daily activities including but not limited to ambulating, transferring, range of motion, grooming, bathing, dressing, eating, and toileting.
  • Assisted Living Facility - A licensed entity that provides a special combination of housing, supportive services, supervision, personalized assistance and health care designed to respond to the individual needs of those who need help with activities of daily living and/or instrumental activities of daily living.
  • CFR - Code of Federal Regulations .  The codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government.  It is divided into 50 titles that represent broad areas subject to Federal regulation.  The title that is most relevant to long term care facilities is Title 42.
  • CMS - Centers for Medicare & Medicaid Services (formerly the Health Care Financing Administration).  A Federal government agency within the U.S. Department of Health and Human Services.  CMS is designated to administer and enforce the health and safety standards that must be met by healthcare providers, including nursing homes, participating in the Medicare and/or Medicaid programs.
  • Delaware Code .  Contains the laws of the State of Delaware.
  • DLTCRP - Division of Long Term Care Residents Protection , within the Department of Health and Social Services.
  • Group Home Facility for Persons with AIDS - A facility for sixteen (16) or fewer persons with Acquired Immune Deficiency Syndrome (AIDS).  Individuals with an established diagnosis and disease progression requiring a routine and frequent combination of physician, professional nursing and supportive services are eligible for admission.  Provisions are to be made for the transfer and/or discharge of residents when acute care (hospital) services are required or requested.
  • Group Home for Persons with Mental Illness - A group home residence to provide mental health treatment, rehabilitation and housing, which is staffed substantially full-time when residents are present, for between three and ten adults with a primary diagnosis of psychiatric disabilities.  Group home does not include supervised apartments or a residence licensed as an intermediate care facility for persons with mental retardation or neighborhood home.
  • Medicaid - A joint Federal and State program that helps with medical costs for some people with low incomes and limited resources.
  • Medicare - A Federal health insurance program that provides payment for a range of healthcare benefits for individuals 65 years of age or older and certain other eligible individuals.  The Medicare program also certifies the healthcare providers participating in the program.
  • Neighborhood Home for Persons with Developmental Disabilities - Means a residence for no more than five (5) individuals that is fully integrated in the community, not on the grounds of an institution, has shared common living areas and is where the individual chooses to live. These homes offer 24 hour supports to individuals with intellectual and/or developmental disabilities.
  • Family Care Home - (FCH) means a home (physical structure and necessary equipment) that provides beds and personal care services for 2 or 3 residents who cannot live independently and who need or could benefit from a family living situation. The home provides shelter, housekeeping services, food/meals and personal care for residents.
  • Rest (Residential) Home - A facility that provides resident beds and personal care services for persons who are normally able to manage activities of daily living. 
  • Nursing Home - A facility that provides services to residents that include resident beds, continuous nursing care services, and health and treatment services for individuals who do not require continuous hospital services.
  • Skilled Nursing Facility (SNF)- A type of nursing home with the staff and equipment to give skilled nursing care and/or skilled rehabilitation services and other related health services.
