Will DHSS DDS require client specific detail recorded in the time study system? A: yes, I believe that it should include client specific detailed information including the specific activity/task by individual. 2. What are the current billable case management activities for the MR/DD Medicaid waiver? A: It now includes all activities specified in the DDDS HCBS Waiver 1915(c) approved application. 3. Does DHSS currently require supervisor approval of case manager’s time reporting? A: Only within the broadest terms (i.e. Joe Smith worked 37.5 hours the week of XXX). 4. How many supervisors are there for the 45 case managers? A: Four - State Wide. 5. Can a single individual have different schedules each day? A: Yes but rare. 6. Do the case managers have a consistent schedule over a 1 week or 2 week time period? A: Typically, yes. RFP page 18 question 7. Is it the intent to use video conference training for Case Manager Training or the training be conducted in person? A: In person. RFP page 28 question 8. The required response to Section E is not described in the RFP on page 28. Does the response for Section E follow the listed requirements in RFP pages 9 – 19? A: Please see response to question # 14 below. 9. On p. 11, you state that the technical solution be developed using Microsoft C#.NET. Will the Agency allow the vendor to develop a system using vb.net language? A: C#.Net is required for a solution hosted at the Biggs Data Center. Other development platforms will be permitted for an ASP solution. 10. If the vendor is proposing a vendor-hosted, web-based solution, is the vendor still required to provide the Agency with executable code? Does the Agency intend to end up with ownership of the code? A: No. The intent for an ASP solution is that the vendor provide an escrow arrangement for the source code in case the vendor ceases support of the application. Please describe this arrangement in your proposal. 11. Section 4.3 through 4.9 (pp. 10 – 12) If the solution is hosted offsite (hosted at PCG; not at DHSS data center), is the vendor still required to comply with all standards, including the C# mandate? A: If state data is hosted offsite, vendor is expected to comply with the state standards. For C#.Net, see response to question 9. 12. On p.16 of the RFP, Deliverable 7 states that “The first two weeks of warranty support will be on-site.” If the Vendor is proposing a vendor-hosted, web-based tool, is the on-site warranty period still required? A: No. 13. Please confirm that each of the 8 required CDs (2 original, 6 copies) must include .doc and .pdf copies of both Technical and Business Proposal documents. Correct. 14. On p.26 of the RFP, Section E. Contractor Responsibilities/Project Requirements is not included in the pages that follow. The proposal skips from 6.2.4 (Section D) to 6.2.5 (Section F). Can you please provide additional detail as to what you prefer Section E to consist of? Section E was inadvertently deleted and should have been numbered 6.2.5. Section F in the published RFP thus should have been numbered 6.2.6 and so on. Section E should have appeared in the RFP as follows: 6.2.5 Project Requirements (Section E) Bidder must describe their understanding and approach to meet the expectations and mandatory requirements specified in Section 4. Please address each numbered subsection in this section separately in sequence as “RFP Section 4.x.x”. Address bulleted and titled requirement paragraphs within subsections as “Bullet n” and “Paragraph Title” respectively. Please address State staffing considerations in subsections where staffing is mentioned. The Crosswalk of RFP Section 4 in Appendix I must be completed in full and included in the beginning of this section of the bidder’s proposal. 15. On p.26, the proposal asks for the Transmittal Letter to be submitted in a separate sealed envelope. The RFP also state that hard copies of Appendices B, J, and K be submitted. Do you wish for the Appendices to be submitted in a second envelope, separate from the Transmittal Letter, or can the 4 documents be submitted in the same sealed envelope? They can be combined. 16. P. 28 states “Vendors attending the mandatory bidders’ meeting will receive a sample Microsoft project plan.” Will the Agency provide this sample? A: Both the project plan and Schedule F1 will be emailed separately to the email addresses provided in the Letter of Interest response. 17. P. 29 states “Vendors attending the mandatory bidders’ meeting will receive a sample Microsoft Excel version of Schedule F1.” Will the Agency provide this sample? A: ? Both the project plan and Schedule F1 will be emailed separately to the email addresses provided in the Letter of Interest response.
