Questions #12 through #28 were from the potential bidders who attended the pre-bid meeting held on 05/24/2010. Question #1 Is the request for proposal related to all cancers or can it be cancer specific? Answer: Cancer Care Coordination would be for all cancers and Nurse Navigation and Health Promotion Advocates would direct clients to cancer screenings for breast, cervical, colorectal and prostate cancers. #2 Page 10 states that bidders must submit three letters of support. Page 34 asks for three Bidders’ references. Are these the same requirement or two separate requirements. If it’s the same requirement, do you just want contact information (per page 34) or letters (per page 10)? Answer: These are two separate requirements. You may choose to have a person/business write you a letter of support and also use them as a business reference, or you may choose to have three letters of support and use three separate entities as references or any combination thereof. But you must have three letters of support and three references included. #3 The RN/CSNN/CCC salaries are maxed at $62,000 per year is this an error? Answer: No. #4 Do each levels require a 10 month budget and a 4 year projected budget? Answer: Each level requires an annual budget, if a bidder wants to submit a projected budget they may do so but it is not required by this RFP. #5 Need clarification of the advocate responsibilities for deliverable of 500 patient screened? Answer: Performance measures are outlined on page 24. Advocate responsibilities are outlined under “Principal Accountabilities” on page 27. #6 What is Number for NN for screened and navigated? Answer: There is not a specific number for Nurse Navigators outlined in the RFP. #7 Is it possible to use the funding to combine positions? Answer: No. #8 Is there a detail budget, i.e. direct & indirect costs line items that can be reviewed? Answer: No. #9 Are outcome surveys provided by the state or are the contractors required to develop them? Answer: Contractors are required to develop outcome surveys. #10 What is the expected role of the CCC in clinical trials? Answer: Please refer to page 18 number 7. CCC’s would be expected to provide education and access assistance to clinical trials. #11 Will the CCC database be available to ensure accurate and consistent monitoring among all contractors? Answer: While the CCC database is still in the development phase, we are planning to make it available as soon as the system is ready for use. #12 Should confidential information be referenced in the original document? Answer: If the confidential information is being provided on a separate disc marked “confidential information” then that should be referenced in the original document. #13 Can you request more than one position per category? Answer: No, each agency can submit a proposal for one person in each classification or as otherwise outlined on page 9 under roman numeral two, “Scope of Services.” #14 How will the Care Coordinators track or report the number of low-income clients in keeping with the requirement outlined on page 12 under “C. Performance Measures / Short Term Goals / #3 which states, “25% of clients served are considered low income?” Answer: Tracking and reporting client demographics, including income, is the responsibility of the contractor and the method for relaying this information will be determined by contract with the Division of Public Health (DPH). #15 On page 10, are the budgets listed per contractor for each Category for a period of 10 months or is that an annual budget allocation? Answer: The budget allocations per contractor for each Category are representative of an annual budget, for example, the Category I, Care Coordinators’ salary cannot exceed $62,000 for a twelve month period, so the maximum salary for this position for a 10 month contract would be $51,666.70. #16 Are the Care Coordinators required to make home visits? Answer: Yes, if required by a client. #17 Was the Health Promotion Advocate salary a .5 FTE? Answer: No, it is intended to be a full-time position. #18 Does the Health Promotion Advocate have to be a registered nurse? Answer: No. Refer to page 27, “Minimum Qualifications.” #19 Regarding Cancer Care Coordination and providing survivorship care. How are you defining this “survivorship care?” Is it referral, or perhaps referral & education? Is it participating in survivorship care planning? Answer: The contractor is responsible for outlining what they propose to provide for survivorship services. This is something that can be discussed in more detail when a contractor is chosen and can be discussed at the time of contract negotiations. Certainly client education and referral to services are expected. #20 Regarding referrals to clinical trials, if the facility has a clinical trials referral program can we just include that in our response to the RFP? Answer: The DPH requires that the contractor keep track of clients who are enrolled in clinical trials. The expectation is that this information will be available & reported to DPH and the client will still be followed by the Cancer Care Coordinator. #21 Can dollars from this contract be allocated for nurses to attend national meetings and for staff development? Answer: Yes, on page 11, the explanation of the budget line for “Non-Client Services” includes staff travel and training. #22 Is transportation included as an “intervention” on page 12 for Cancer Care Coordinators? Answer: On page 11, the explanation of the budget line for “Client Related Services” includes client transportation. #23 Can you say how much total funding is available for this RFP? Answer: The DPH will not know how much funding is available for this project until the State’s final FY2011 budget is approved by the Legislature on June 30th 2010. #24 Is there any chance that if more funding becomes available the salary caps would be increased? Answer: No, the budget allocations per contractor for each Category cannot exceed those listed on page 10 of the RFP. #25 Who does the review of the RFP? Answer: A panel within the DPH consisting of three Public Health Treatment Program Administrators from three separate programs within the Bureau of Chronic Diseases, a DPH Section Chief who is a Registered Nurse and the Director of Nursing with DPH (also an RN). #26 May Administrative Assistants help support clinical trial patients through clerical support? i.e. faxing documents, getting slides, referrals to tertiary centers Answer: As long as the patients are those of the Cancer Care Coordinator and/or Cancer Screening Nurse Navigator. The “Principal Accountabilities” of the Administrative Assistant are listed on page 29 and 30 and includes “Perform other duties as required.” #27 Is it the department’s intent that only one position from each category covers statewide? Answer: No, there will be multiple contracts with different vendors throughout the state. Each contractor can propose how much geographical area they are willing to cover. #28 How many hard copies of documents need to be submitted with the proposal? Answer: The only hard copies (paper) that need to be submitted are the ones that require original signatures. These are the Cover Letter, Bidder’s Signature Form, the Certification Sheet, the Statement of Compliance and the Office of Minority and Women Business Enterprise Self-Certification Tracking Form.
