On page 17 is a description of the requirement to put the proposal on CD. It reads, “Each of the proposal files must be a single file comprising each entire proposal. The CD Directory.doc file must contain a Word table listing each file contained on the CD along with a short description of each.” This sounds as though bidders need to provide one file but also provide a directory. Can you please clarify the instruction for this requirement? A. Bidders don't need to provide one file -- the proposal itself can be split into separate files; e.g., Executive Summary, Background and Scope, Org chart and Personnel, Budget, Forms. If this is the case, then the Directory will list each of the files that comprise the whole proposal. Or the bidder can just do one file in which case, the Directory would not be necessary. The choice is the bidders. Q. Page 3 states: “Specifications & administrative procedures may be obtained at the above office of Wendy Brown…” What does this refer to? A. They are the rules and procedures for issuing RFPs. Q. In order to meet the requirement of a list of contracts over the past three years: Does that pertain only to the organization and not individuals who may have been responsible for contracts or noted as “principle investigator” in the past for other organizations and for the applicant organization over the past three years, or just the organization? A. It would pertain to the organization. However, if you think the information would be relevant you may include it. Q. “Scope of Services’ #7: “Assess barriers to course/degree completion…” What are you referring to as the “Core Components”? A. You should describe any major barriers that the child care workforce must overcome in order to complete their education. Q. Since this is a performance-based contract, who develops the performance indicators? Is that something we should include in our proposal? What are the performance measures used for compensation? Should the budget be presented according to each deliverable as well as by staff and other expenses? A. Performance indicators will be negotiated at the time of contract. You may include them in your proposal if you choose. Q. Where is the budget template on the website? We have not been able to find it. A. You may use your own budget template. Q. What is the DSS allowable indirect cost? A. When using CCDF money we are limited to 5-8% of indirect costs. Q. What is the liability to the vendor, to DHSS, DSS and to the individual if “carpooling” is included in the scope of services? A. The State is not liable. Q. What is the source of funds for this contract? A. Child Care Development Funds Q. What’s the quantity of the career advisement services expected in deliverable #2? Is the bidder to describe the statement of need and propose the amount of service? A. This will be determined by the contractor. Q. Is it requiring that specific named pieces of training be offered which are already being offered under contract from DOE to UD Institute for Excellence. These courses may not be offered by anyone else or the content changed without permission from DOE, How would a bidder handle this? A. The bidder may add this information to the proposal and it will be negotiated at time of contract. Q. How does this service align with contract between the Dept. of Education and the DE Institute for Excellence in Early Childhood; to omit duplication of services? A. It will be discussed at contract negotiations. Q. What is the dollar amount of the RFP? Is that amount for 3 years or for the 1st year only? A. Previous contract for similar services was for $200,000 per year. Q. Is this contract held by anyone else now? A. TEACH provides the services now through the Delaware Association for the Education of Young Children. Q. What is the quantity of service desired for the scholarship program? How many people split between AA and BA? A. Bidder should include this in the proposal. Q. How much of what is in this scope of services is currently being done within the $200,000 contract currently held? A. Most of the services are being provided in the current contract. However, this is a new program and some services are expected to change. Q. If someone exists in DE Stars, would we be working to identify rather than create? (Quality Improvement System) A. Yes.
