Answer 1: The bidder must be able to show that they have interfaces with CareWare. That would mean they already have used the software to build those interfaces. Question 2: Will the bidder be reimbursed for software if it is required to be purchased? Answer 2: CareWare is no charge from HRSA. There should be no other specialized software needed. Question 3: Is there a list of compatible report formats available? Answer 3:Reports will be provided by the PBM for information about the prescriptions filled, amounts, dates, etc. The data interface is more important. Question 4: If the bidder will not be reimbursed, what is the cost of the software? Answer 4: CareWare is a free download from HRSA. Question 5: Is there dedicated hardware required for the system? Answer 5: The solution is a turnkey and should probably be run by the vendor as they support the pharmacies billing. Question 6: Will special packaging of the medication be required? Answer 6: No, clients will pickup drugs from retail pharmacy or receive drugs through mail order pharmacy. Question 7: Will special delivery of the medication be required? Answer 7: No, clients will pickup drugs from retail pharmacy or receive drugs through mail order pharmacy. Question 8: How are medications currently being administered to the client population? Answer 8: Clients are receiving medications from retail and mail order pharmacies. Question 9: Are clients / patients housed in LTC facilities, group homes, private homes or a combination of residences? Approximate mix if so? Answer 9: Private homes Question 10: What is the permissible time between prescription issuance and medication receipt? Answer 10: Regular prescriptions should be filled within 30 days and controlled substance prescriptions have to be filled within 7 days from prescription issuance. Question 11: Does the ADAP program currently have any clinical prior authorization requirements on the current formulary other than Maraviroc? Answer 11: No Question 12: Please confirm that the expectation within the scope of services is for the PBM service provider to be responsible for processing all prior authorization requests. Answer 12: Prior Authorization requests are submitted to the ADAP office for approval. Question 13: Having referenced the formulary posted online dated 3/24/09 and noting that clients receiving formulary medications other than antiretrovirals or opportunistic infection agents require documentation on file at the physicians’ office stating that the disorder is related to or exacerbated by HIV/AIDS, are there any claim adjudication restrictions expected for these drugs, or is access granted at the time of initial adjudication? If access is granted, is there any mechanism in place to document the physician statement on file, and is that review handled by the ADAP administrators or the PBM as part of the quality assurance process? Answer 13: This review is handled by the ADAP Program. Question 14: Will you provide a copy of the most recent formulary if one exists that is more current than that posted with the date of 3/24/2009? Answer 14: Updated Formulary should be out shortly. Question 15: Who is your current incumbent? Answer 15: This will be a new service, there is no incumbent. Question 16: Does "client eligibility" refer to the determination of eligibility, or the maintenance/management of the eligible client base as determined by the State? Answer 16: This is the determination that the client meets the eligibility for program services. Question 17: What is Delaware ADAP's Program current membership and annual drug spend. Answer 17: Delaware ADAP only Membership is approximately 1100 and the annual drug spend is approximately $650,000.00 Question 18: Is there a maximum budget set for this contract? Answer 18: A maximum budget has not been set for this contract. Question 19: Are you looking for a bidder to build a system or has something off the shelf? Answer 19: We are looking for a bidder with experience with ADAP and Careware. Question 20: Will sub-contracting be allowed? Answer 20: As stated in the RFP, sub-contractors will not be permitted.
