It states that two (2) original CD's and six (6) copies (labeled as copies) should be submitted containing completed information from multiple Appendix's in the proposal- in addition to any additional submitted information (which should be 'copied separately to 3 CD's) Also noted: 'Bidders will no longer be required to make hard copies'. All files on the request for proposal are 'read-only' pdfs--that even when downloaded are 'read-only'. Please let me know how to proceed. I would like to submit a bid in the proper format and follow procedure, in order to avoid disqualification or rejection. Answer 1: If you want to download a copy other than PDF, there is a text version. The documents that you'll need to fill out can printed out as PDF's and then will need to be scanned into your original CD's and copies. Answer 3: We are looking for agencies that already provide advertising in these areas. Question 4: Do you currently have a vendor? Who is it? Answer 4: Yes, the Dover Post is currently under contract but under the bid threshold limit and we wish to provide advertising over the bid threshold limit. Question 5: Would you consider proposals from out-of-state firms? Answer 5: Yes, we would consider any firm that already has newspaper advertisements. Question 6: Is this RFP looking for a marketing firm to create and coordinate a media campaign or is it targeted towards individual newspapers? Answer 6: Targeted toward individual newspapers. Question 7: Under Section G. Subsection V, Budget, when it says, ³Vendor will submit a budget describing all costs associated with the placement of requested ads,² is this to include newspaper space costs? Answer 7: Yes, this is to include newspaper space costs. Question 8: Is there a pre bid meeting and if so is it mandatory? Answer 8: There is no pre-bid meeting. Question 9: Do you have a budget for media placement? Answer 9: Yes Question 10: Approximately how many ads are you looking to place? Answer 10: As many as the budget allows. Question 11: Do you require the bidder to be a newspaper publisher? Answer 11: Yes Question 12: Can an advertising agency bid on the project and make the media buys? Answer 12: No Question 13: Can agencies outside of the State of Delaware bid on this project? Answer 13: Yes Question 14: Will the contractor be responsible for the creative development for the advertising, or is it modifications to existing materials? Answer 14: No Question 15: Is the Department open to different alternatives for reaching the audiences? Answer 15: Not at the present time. Question 16: Does the scope of work include creative as well as placement of the ads, or placement only? And if it is creative and placement, would you consider a bid for the creative portion only?
