DCSE has clarified the highlighted phrase in the QA RFP
3.2.9 Independent Verification and Validation Contractor
DCSE in conjunction with State Auditor will use state procurement procedures to secure 
the services of an Independent Verification and Validation Contractor. The IV & V 
Provider will not be associated with the successful bidder on this contract nor will 
Bidders on this contract be eligible to bid in the associated procurement for the IV & V 
Provider. The IV & V Provider will not participate in daily project management or project 
activities but will review project plans and documentation from a perspective external to 
the project. The IV&V Provider will be required to complete a report assessing project 
plans, documentation, accomplishments, and vulnerabilities.
 The IV&V Provider will provide all plans, reports of findings, and recommendations to 
the ACF Central and Regional Offices at the same time they are supplied to the State, as 
specified in 45 CFR 307.15(b)(10)(ii).


The language above was drafted in anticipation that the QA and the IV &V RFP’s 
would be released at the same time. In that event, DCSE did not want bids for both 
procurements from the same bidder because of the need to avoid conflict for the 
IV&V vendor.  Since the RFP for the IV&V procurement has not yet been issued,   it 
should not preclude a bid on the IV and V procurement by an unsuccessful QA 
bidder. However, bidder’s need to be aware that the response time for the IV and V 
is expected to be short ,therefore  if an overlap with the QA decision occurs,  it could 
cause a conflict.
