Question: Who currently provides these services? Answer: Specialized Community Services currently provides these services through Child Development Watch. 2. Question: What are the current rates for these services? Answer: There is no current rate for this position. This is a new position that will be funded with American Recovery and Reinvestment Act funds. These funds are guaranteed for twenty-seven months. CDW is seeking the best competitive rate from prospective bidders. 3. Question: What is the anticipated # of hours/# of full time positions? Answer: One full-time position at 37.5 hours per week – Monday through Friday, 8 - 4:30. 4. Question: How many early childhood educators (ECE) are currently working? Answer: Currently, one ECE works in the Specialized Community Services component of CDW. 5. Question: What is the typical case load per early childhood educator? Answer: Service Coordination – approximately 10 cases. Early Childhood Education – approximately 10 cases. Total - approximately 20 cases. 6. Question: How many children does CDW expect to be served by personnel under this contract? Answer: CDW anticipates that this ECE position would manage approximately 20 cases. The total caseload will be shared among a team of four Specialized Community Services staff. Last year the team served 100+ cases in Kent and Sussex Counties between one full-time teacher, one full-time teacher’s aide and one part- time teacher’s aide. 7. Question: There are 4 assessment sites identified in the proposal - Dover, Milford, Georgetown and Seaford - as well as in the child's home. Will the same ECE cover all these areas or is it anticipated that there will need to be 4 or more ECEs funded under this contract? Answer: Only one full-time ECE will be funded under this contract. This contract will focus primarily on Sussex County, but with flexibility for Kent County if total CDW case load warrants the coverage. Clinics will be held in all four locations representing one portion of the contract. The primary focus of this proposed ECE will be the provision of Direct Early Childhood Education services in homes and community settings to enhance capacities of coaching services. 8. Question: Is the population to be served just birth through three years old? Answer: Yes, CDW is mandated to serve the population birth through three years of age. 9. Question: Are you looking for bids from agencies or individual contractors for this service? Answer: Individual contractors and agencies may submit proposals in response to this RFP. 10. Question: Will travel time billable? Answer: Travel time will not be billable. Only direct service time will be billable. 11. Question: Will travel expenses be billable? Answer: Travel expenses will not be billable. Travel expenses as well as all other indirect expenses should be included in the bidder’s all inclusive hourly rate. 12. Is it possible that the American Recovery and Reinvestment Act stimulus money will be renewed at the end of the twenty-seven month period? Answer: We have no information at this time that suggests these funds will be available beyond the stated 27-month period.
