GLORIA UPSHUR APPOINTED DIRECTOR OF THE DIVISION OF STATE SERVICE CENTERS
NEW CASTLE - Last month Delaware Health and Social Services Cabinet Secretary Vincent P. Meconi made another important leadership change that improves the organization's ability to serve Delawareans. Gloria Upshur has been appointed and now serves as Director of the Division of State Service Centers. Upshur was appointed Director after serving almost 15 years in various capacities within Delaware Health & Social Services Social Services Division. Most recently, she served as Deputy Director of Social Services where she oversaw financial services.
"We are very excited that Ms. Upshur is bringing her many years of experience and service to the State Service Centers division" said Secretary Meconi. "Gloria has an outstanding reputation for her abilities to help people work together, whether it's among her own staff members or with community partners. She will be a great leader."
The Division of State Service Centers administers a number of programs and services, as well as a statewide network of safe, secure, well-maintained and efficiently operated service centers . These centers, 14 in total, serve as multi-service facilities in which various public and private agencies are collocated. The goal of the centers is to promote access to Delaware's health and human service system. Annually, more than 600,000 visits are made to State Service Centers throughout Delaware. Based on demographic analyses and community outreach, each service center provides a mix of services appropriate to the community it serves. There are more than 160 programs and services delivered through State Service Centers.
The State Service Center's programs include Services for Individuals and Families, Services and Support for Communities, and Emergency Services. The Division also administers the State Office of Volunteerism which offers both volunteer and service opportunities, provides technical assistance for community volunteer programs, and sponsors volunteer recognition events.
Additionally, the division publishes the Directory of Human Services for Delaware and, through a public/private partnership with the State of Delaware's Department of Administrative Services and United Way of Delaware's 'First Call for Help'; administers the Delaware Helpline.
