Service Contracting
The Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) works with contractors to provide a wide range of home and community-based services in Delaware. DSAAPD uses different contracting processes to secure these services depending on the source of funds.
Medicaid Waivers: DSAAPD coordinates with the Division of Medicaid and Medical Assistance (DMMA), Delaware's Medicaid Agency, on the operation of three home and community-based Medicaid Waivers. DSAAPD recruits and screens vendors for services provided under these Waivers, and DMMA engages in vendor contracts.
Other funding sources:DSAAPD directly contracts with vendors for the provision of services under other funding sources, such as the Older Americans Act, the Social Services Block Grant (SSBG), and State funds.
