Contracting for Services under the Medicaid Waiver for the Elderly and Disabled
General Information
The Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) coordinates with the Division of Medicaid and Medical Assistance (DMMA), Delaware's Medicaid Agency, for the operation of the Medicaid Waiver for the Elderly and Disabled (E&D Waiver). DSAAPD recruits and screens vendors for services provided under the waiver and DMMA engages in vendor contracts.
Important Notice for Prospective Contractors
Plans are underway in Delaware to implement a new model for delivering long term care services. Effective
April 1, 2012, services currently available under the E&D Waiver will be provided instead through
the Diamond State Health Plan Plus Program (DSHP-Plus) under the management of DMMA. DSHP-Plus is
an integrated managed health care delivery system. Vendors interested in providing services that are currently
part of the E&D Waiver are encouraged to contact the DSHP-Plus managed care organizations (MCO's)
to inquire about how to enroll as DSHP-Plus providers.

Contracting Process
Following is a step-by-step guide to becoming a contractor under the Medicaid Waiver for the Elderly and Disabled for the following services.

Step 1: Review Service Specifications
DSAAPD has developed service specifications for services provided under the Medicaid Waiver for the Elderly and Disabled. These service specifications detail the requirements for service delivery including provider qualifications.

Step 2: Obtain Required Licensure
All of the services under Medicaid home and community-based waivers require certain credentials on the part of service contractors. Requirements vary by service. Some services, for example, require only a state business license or 501(c)(3)status, while others require more highly specialized credentials.

Step 3: Complete Initial Application
As part of the contractor screening process, DSAAPD requires that each vendor submit a brief, initial application. Application information can be found on the the DSAAPD Initial Application for Medicaid Waiver Contractors page of this web site.
Step 4: Participate in Introductory Meeting
Once a prospective contractor has submitted an initial application, the contractor is contacted by DSAAPD staff who arrange a pre-approval meeting to review service plans and, as appropriate, tour the proposed service site.
Any required adjustments to the provider's proposed service plans, service location, and/or other aspects of the service delivery are discussed during the introductory meeting. This step may be repeated until the provider has met all of the requirements detailed in the service specifications.
Step 5: Enter Into Contract with State
Once DSAAPD determines that a prospective provider has met all of the requirements detailed in the service specifications, the provider is referred to DMMA's provider relations agent.
The DMMA provider relations agent verifies licensure and carries out various administrative functions
related to formally approving the vendor as a Waiver provider. As part of this process, the provider is
given an enrollment packet, which includes a final application form. The provider relations
agent also facilitates the processing of the vendor contract. A copy of the contract

Policy Manual , which includes information about what to expect as a Waiver provider.
