Contracting with DSAAPD for Services Funded by the Older Americans Act, SSBG, State Funds


Contracting Process

The Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) contracts for many services funded under the Older Americans Act, the Social Services Block Grant (SSBG), state funds, and other funding sources. Most of the contracts cover a one-year period and many are renewable. Contracts for these services are awarded following a procurement process which has been established through state law as well as through policies and procedures of the Department of Health and Social Services.

Steps in the procurement process generally include the issuance of a Request for Proposal (RFP) by DSAAPD; the development of proposals by vendors; the review of proposals; the selection of successful bidder(s); and the negotiation of contract terms.

RFP notices are published in the Bid Solicitation Directory in the State of Delaware's Procurement Portal. Because DSAAPD is part of the Department of Health and Social Services, RFP notices issued by DSAAPD are listed under the agency acronym "HSS."

Service Specifications

As part of this contracting process, DSAAPD has developed service specifications. These specifications include service descriptions, client eligibility, standards for service, reporting requirements, and other relevant information.

Provider Policy Manuals

DSAAPD has developed three policy manuals for contractors delivering Older Americans Act, SSBG, and State-funded services: 1) a policy manual for all providers; 2) a policy manual with additional information for nutrition service providers; and 3) a policy manual for the Senior Community Service Employment Program (SCSEP) providers. All policy manuals are available here in PDF format.
