Quality Indicator Survey
Dear Nursing Facility/Home Administrator:
As you may know, over the past few years the Centers for Medicare and Medicaid Services (CMS) began selecting a limited number of states to implement the new Quality Indicator Survey (QIS) process. To date, 11 states have commenced QIS implementation. The purpose of this letter is to let you know that Delaware has been selected by CMS to begin QIS training.

QIS is a computer-assisted survey process designed to focus survey resources to better achieve a more comprehensive and consistent survey for nursing homes. It is a two-staged process used by surveyors to systematically review specific nursing home requirements and objectively investigate any regulatory areas that are triggered. Although the survey process is revised under the QIS, the federal regulations and interpretative guidance remain unchanged.
In June 2009, the CMS contractors will begin training the first group of Delaware’s nursing home surveyor staff on QIS. By October 2009, all our surveyors will be trained and all surveys will be QIS.
The CMS contractor has asked that we establish a means to provide you with access to QIS information. Below you will find links to the QIS brochure and QIS resource manual.
Please keep checking this website for new and updated information on QIS.In early June, the contractors will have an informational call that Delaware providers and other stakeholders can join. Details on how you can participate in the call will be provided on the web site.
