Sources of Funding

The Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) receives funding from a number of sources.  Below is a list of the agency's current grants and funding sources along with a brief description of how the funds from each grant are used.

• Older Americans Act, Title III, Title V, and Title VII Grants

  The Older Americans Act provides funding for home and community-based services; the Long-Term Care Ombudsman program; employment services; elder rights protection; the Delaware Senior Medicare Patrol Program; health promotion activities; caregiver support programs; training and development; advocacy; and agency administration.
• Medicaid Waivers

  DSAAPD operates three waiver programs: the Medicaid Waiver for the Elderly and Disabled; the Medicaid Waiver for Assisted Living; and the Medicaid Waiver for Acquired Brain Injury. The Elderly and Disabled Waiver provides home and community services for income-eligible individuals who otherwise would need care in a long-term care facility. The Assisted Living Waiver provides funding for income-eligible individuals to receive care in assisted living facilities. The Acquired Brain Injury Waiver provides home and cummunity-based services, including services in assisted living facilities, for eligible persons with acquired brain injury.
• Social Services Block Grant

  The Social Services Block Grant funds administered by DSAAPD provide for home and community based services for older persons and adults with physical who meet specified income guidelines.
• General Funds

  DSAAPD receives funds from the Delaware General Assembly on an annual basis to support needed home and community-based services; the Delaware Money Management Program; adult protective services; and agency administration.
• Nutrition Services Incentive Program

  The Nutrition Services Incentive Program provides cash support for the meals program funded under Title III of the Older Americans Act.
